Relationships between inner city youth and the police are traditionally tense and mistrustful. The lack of respect and trust on both sides has lead to increased crime, danger for both police and youth, and an ethos which promotes community protection of criminals rather than victims. Community elements that promote "No Snitching" utilize the breakdown between kids and cops to protect those perpetuating disorder, violence and even death in poor communities like Chicago's North Lawndale.
